Energy efficiency is a very powerful tool for improving public and private goods, so it is necessary for decision-makers at the national and local level to understand it as an important energy resource. The role of local governments in improving energy efficiency is in the capacity of consumers and energy producers, heat market regulators, urban planners, and investors, promoters of energy efficiency and renewable energy sources, use of European funds to strengthen the capacity of local governments, hiring experts, as well as raising public awareness of the need and importance of using renewable energy sources.
The project "Smart and Sustainable Energy Consumption" (SASEC), which is implemented within the Interreg IPA cross-border cooperation program Romania - Serbia, aims to make the City of Zrenjanin more energy efficient and to raise citizens level of knowledge and awareness of the importance of energy efficiency.
As the most important activity, the project envisages the construction of the first smart building in Banat and the establishment of the Regional Center for Energy Efficiency - Banat in Zrenjanin. These days, the construction of this facility has started, with a gross area of 449.40 m2, in Kornela Radulovića Street. The construction of the smart building will use materials and systems that will contribute to the lowest possible energy consumption and the simplest possible handling of all contents. In the construction, special attention will be paid to the quality designed and installed materials, as well as to the thermal insulation properties of the building, which are the basis for the rational use of the cooling and heating system. The savings in such facilities are significantly affected by the integration of all systems achieved by BMS (Building Management System), which enables the integration of lighting, electrical consumers, thermodynamics, access control and presence in the premises and security systems. The facility will thus represent a model of best practices in architecture, aimed at reducing consumption - preventing energy waste and the use of renewable sources, enabling the demonstration of various new technologies and equipment for greater energy efficiency. At the same time, the installed systems and applications will provide an insight into the realistic display of the energy performance of the building (demo room).
With the realization of the planned activities: the establishment of the Regional Center for Energy Efficiency - Banat, the Master Plan for Sustainable Energy for the Central Banat District, the database on the energy efficiency of public buildings, Zrenjanin and our region accept the model of behavior in the most developed countries.
The leading partner in the project is the City of Zrenjanin, the partners are Regional Center for Socio-Economic Development - Banat, the City of Timisoara, and the Sustainable Energy Cluster of Romania - ROSENC. The project lasts until March 2021, and the total value of the project is 852,001.50 euros.
